HI, 

When I opened a paypal Account, I set it up in Canada. I have since moved to Europe. I was wondering if I could connect a Europen bank to paypal account?

Depends on the country.  If you're now living in another country, you would need to open an account respective to that country.  You can then link a bank account from that country.

If you're still using your CA account, you cannot link a bank from another country - only US or CA bank accounts can be linked to CA PayPal Accounts.

Residents of France can either link a US Bank Account or a French Bank Account or both.
