Paypal is giving me the runaround

I am trying to get refunded for Skype purchases. When I go into my skype account, it shows that the payment has been reimbursed. Yet, PayPal charged my account and shows that my transactions are still in dispute. I have been on the phone for the past hour , transferred and disconnected 3 times. I need answers!
