I dont see in the Policy and reguoations the section on getting permissio to cancel a transaction

Can someone help me locate the policy with regards to the steps I need to take to refund someone their money , as I am no longer comfortable doing business with them. I've gone over it twice and i cant find the section referencing getting PayPals permission to refund the money!!

Why do you need paypals permission to refund a buyer?
If you don't want to do business with them then you don't have to, it has nothing to do with paypal.
Click on the transaction in your paypal account and use the refund option at the bottom of that details page.
Advice is voluntary.

I'm glad you know what your talking about---because PAYPAL declined to investigate a claim to have a buyer return my items as agreed IN exchange for refunding his money- which I did and he has yet to send the merchandise-But PAYPAL has refused to initiate a claim because and I quote
"YOU FAILED TO ABIDE BY POLICY AND SEEK PAYPAL PERMISSION TO REFUND A SALE"
So ill try to file another claim with Disputes ==Thanks
