I need a Pay Now button that uses multiple drop-downs with quantities. We are planning a high school reunion and want to allow classmates to pay the registration/meal fee, with quatity, select their meal choice, and also be able to sell t-shirts, hats and tote bags, with quantities, all with a single Pay Now button.

Your item button code must be manually created as the online button creator has it limitations. The online button creator was intended for basic requirements. Once you get outside the box, the code has to be manually created and in a lot a cases, requires some additional scripting to manage the logic.
In order to do what you have in mind with one button would require someone creating a custom mini-cart. Here's one example for some ideas:

Here's another:

If you're not a coder yourself, you would need to seek the assistance of a Developer to get exactly what you need.
Your other option would be to use the online button creator and generate several Add to Cart item buttons, one for each item you have in mind.
