I have this exact problem. It came out of nowhere and I even used paypal earlier today to buy something. Now I can't buy anything from anywhere I just get this error.

I have the same problem. I wanted to send a payment and got taken to the "We'll use your phone number to verify...etc" part, when I saw that my phone number was outdated. So I canceled the transaction, changed the phone number and went back to try again...only to be met with the error. I hope someone finds a solution for this fast; I hate making late payments.

the problem is to create a paypal account, when will create, can not be on that page, where already on the register, it asks to add the card

I try using newest IE, but still error. It will the end of paypal. You can send money to paypal but can't get out. paypal eat your money and then they claim bankrupt. Good bye money..
