Strange "This recipient accepts PayPal payments only through their website" error

I am trying to transfer some money to a friend in another country and am getting this error message:

This recipient accepts PayPal payments only through their website. To complete this payment, please go to their website and follow their instructions, or email the recipient for instructions.

I am in Canada, and my friend is in Azerbaijan and does have a regular personal (not a seller/business) PayPal account.

Anybody has any idea what's wrong? Thanks in advance!

Folks in Azerbaijan can only SEND paypal payments and not receive them  >>

Click on the link below and select the country you want from the drop down list for options available in that country.

Canadiand organization trying to refund me money but they have this message. What they suppose to do in this case?
