 My friend has a paypal account in Uganda. But, I can't find Uganda on the paypal list.

   How is it possible to have an account you can't use?

You can have a paypal account in Uganda BUT they are restricted to sending and not receiving payments.

Click on the link below and select the country you want from the drop down list for options available in that country.
