You can send from one paypal account to another wherever they are.
So go to send money (select if you want to use friends / family or goods / services ) > select the currency from the drop down list > put in the amount and send.
If you fund it from your bank account via instant transfer then its free BUT as its an international transaction you will pay cross border and currency conversion fees.
