You can alternativel try the VENMO app, it's owned by PayPal and much simpler to accept payments from people you know. Give Venmo a try if you still have PayPal issues. Otherwise if you want PayPal funds, call in to PayPal and ask them what's preventing from you receiving or your sister from sending funds.
