Payments being with held all of a sudden

I have been doing business with Ebay and PayPal for over 5 years and they have always made my money available on sales immediately.

I noticed yesterday PayPal is with Holding my money for 21 days or I supply a tracking number and after delivers, they give me my money.

WHAT IS GOING ON?

I called PayPal and not anyone gave me an answer. They told me Ebay was the problem, I called Ebay and they didn't have any idea and transferred me back to PayPal and still no answer.

there seems to be more fraud these days,not much we can do,just have to put up with it or find another venue,another processor
