If my paypal account is with USA nationality, when I'm from Roumania, can I link to it a roumanian bank account?

And after this, I will be able to send money from my account's balance?

You cannot link a foreign bank account to your US paypal account,but you can link a US bank account to your foreign Paypal account.

If you are in Romania,you should open a Paypal account in Romania,not USA.
