Excessive PayPal FEE Charged to Receive a Payment

I received a payment today for a $3,000 watch Sold and noticed that I was charged $132.30 in PayPal Fees (4.4%) I've never seen/heard of such a High Fee and was wondering What could have caused this Fee to be So High & if it's due to hte Method that a customer Paid (Mobile, Non-US Verified, etc.) is there a way to Not Accept such payments?

4.4% is the cross border fee,it looks like your buyer is using a card issued by a foreign entity.

I was charged 4.4% and my buyer was charged 5% for total of near 10% this is outrageous. Venom here I come!
