Donate options?

We have a simple donate form, with an "amount box" where a person can enter any dollar amount. If they leave the amount blank and submit the form different donate forms are shown to different people: 
1) On paypal's site some people see donate amounts: $75, $100, $150, Other (see below)
2) On paypal's site some people see donate amount: $0.00 (see below)

 

My question is, how do I change $75, $100, $150 to some other amounts ( say $100, $200, $300 for example)

I can not find anything about this in the paypal account.  And I do not see anything about 75,100,150 in the forms html code. 

 

Example: 1)  paypal site, amounts $75, $100, $150, Other

This is the perfect question for the Merchant Support Community.   There's both developers and PayPal Techs that support the Merchant Community.   Personally, I've tinkered with this same issue and can't seem to figure out why one time you get the screen with various fixed amounts and another time you get the standard screen I've always seen.  There does not appear to an option to change the fixed amounts.   My work around has been to manually code the Donation button using a script and radio buttons so the Donor can choose a fixed amount or enter any amount.
