Cannot login to Sandbox Accounts

Hi, I created a developer account by logging into developer.paypal.com. 

I generated a sandbox account and changed the password.

Next I created a sandbox access token and linked it to that account.

Now I am trying to log into sandbox.paypal.com with that sandbox account, and I am unable to do so. 
When I go back to the sandbox account page, I receive this error message: 
"Something went wrong. Your sandbox account could not be linked to your developer account. Try again."

 

How can I fix this?
