All of a sudden being charged a fee?

I'm being charged all of a sudden for a domestic transfer.  So she sends me $100 and I receive about $97.  Why is this happening?

Also eBay sales are now coming through less than the buyer paid when I always used to get the full amount?

If you are selling then you always pay a fee per transaction.
