signed up to business acct by mistake

starting a hobby that wont make much money for a while. thought business acct but have no tax id no cause not registered yet. can i switch to personal or have to close the business one first?. can i use same email after it closes or need all new one?

You can use your Social Security number as your tax ID number.

If you still want to downgrade, I think you will need to call PayPal customer support.
