Paypal shipping not available at this time

I've had this same issue for several days now. I can login but when I attempt to print a shipping label, the message I get is:

"PayPal Shipping is not available. We apologize for the inconvenience." I have cleared my cookies/browser history, opened a new browser window and even rebooted my router all to no avail. All my friends that use Paypal are having no issues. I REALLY need some answers since I have orders I need to ship. I'm in a cast and can't drive to the post office.

Same issue here. I can ship using USPS, but not UPS. Been getting this same error for months. I tried verifying my own address (and even added +4 to the ZIP code) and the recipient's--same result.
