Paypal shipping down?

Im attempting to print a label but it keeps saying 

We are not able to generate your label at this time. Your PayPal account was not charged. Please try again later.

• PayPal Shipping is not available. We apologize for the inconvenience.

Is it just me or is anyone else having this issue?

Shipping is always up and down.  PayPal connects to USPS.  USPS does have their moments.  Unfortunately you can't blame PayPal, as they access USPS directly, if USPS has an issue, so does PayPal.

It's frustrating but you just have to reload your overview page and try again. It's not down exactly but there are periods of time that these transactions with USPS will error out. Try printing 30-40 labels a day. About 20% of label prints show that error and you just have to move on.
