Paypal express redirecting to homepage

Getting really inconsistent results when customers checkout using paypal express. Roughly 50% of the time they are taken to the 'normal' paypal login screen which shows the order summary and the "pay with a debit or credit card" option. This works great.

The problem is that the other half of the time they are taken to a different login screen, which has a different "checkout as guest" link. This landing page, upon logging in and clicking 'continue', redirects the customer to our website homepage without the transaction completing.

Its like this alternative paypal landing page is ignoring the RETURN_URL setting (which I have confirmed is definately correct). Can any one suggest a way to force paypal to only show the first landing page, or explain why paypal would be redirecting to our homepage and not the return_url?
