Paypal Api restricted to UK, US and CAD countries?

Hello,

I am trying to integrate with Paypal Payments PRO api, only need ONE operation, doDirectPayment, although just found out that this operations is only available to mechants from the following 3 countries : UK US CAD .

Is there any kind of operation or approach on the Paypal API so that we can process payment from outside those 3 countries ?

I'm using PayPal Payflow Link and it accepts payments from any country.

HOWEVER it is currently costing me 6.4%.  WORKING on fixing/reducing THAT.
