Payment from eBay buyer denied

Buyer tried to pay twice but both were denied per the activity log on my Paypal.  When I check why it says "You chose not to accept this payment".  Does that mean this person tried to pay by credit card? I am new to this and quite confused. Is there a way to check if she paid by credit card on my PayPal settings?

The problem is on your end.  You need either a PayPal Premier or Business Account to sell and accept credit cards.

What type of PayPal Account do you have, Personal, Premier or Business?   In order to sell and also to accept credit cards, you must have a Premier or Business Account.  Note, regardless of the type, the account must also be verified meaning you have linked and confirmed both a bank account and credit card.  Else, you will run into unexpected issues.

I have a Personal account, all verified and confirmed bank accounts. Could the problem be at the buyer's end? I have checked my payment receiving preferences and one of them says Block multiple payments from same invoice (which she did -- she sent two payments to my account, both were denied) -- I unblocked that. she seems to be a new eBay buyer
