Payment Reviews Increased Dramatically

In the past  week and a half, 50% of my customer payments have fallen into 24 hour review. I called yesterday and was of course told conflicting information. But one person said that non member checkouts would usually end up being under review now. Is this true? Are they really serious with this? If this is true, they are shooting themselves in the foot. Nobody is going to use them as a general processor if this is the case. I can't have half my customers getting emails after they buy stuff, telling them that they are basically being considered as a scammer. That is incredibly bad for business. PP has a hard enough time maintaining a positive image with the general public as it is... This certainly won't help. In over ten years, I have never once been scammed out of a payment. This is complete overkill.

I agree.  The same this in happening to me.  I ship software electronically and the customer is expecting an immediate download.  May need to look at an alternative solution. I have a merchant account for credit card processing. Maybe it's time to start using them.
