Block payments

Because of past problems, I have told a certain customer to stop placing orders with our company, but he continues to do so.  Each time I have to issue a refund.

I see on past posts that there was no way to block payments, but I am hoping this policy has been changed.

It seems like a simple software solution to block payments from X to Y.  When X tries to make a payment to Y, a pop-up simply says "This merchant is no longer accepting payments from this account".

Appreciate any help on this matter.

Unfortunately there's no "free" built in features or options available to do what you have in mind.

However for US Accounts, PayPal does have a feature called Fraud Filters.  There's a standard set and advanced set of filters.  The advanced set is availabe to Payment Pro accounts as an extra option and cost.   Note, at last check, the Standard Filters are not available to all user accounts, if you have a Business Account, you may or may not see them in your Account Profile.

The standard set allows you to control a mininum and maximum amount and deny payments from specific countries however, there's no way to block an individual email address.

Here's some info about both sets:

The advanced set of filters does have an "Email Address Domain Filter" which may or may not work for your needs but, it may be worth at least checking out.   You would have to have Payments Pro which is $30 a month and there's an addition cost for the Advanced Filters which at last check was $20 USD monthly + $0.05 USD per transaction.
