I see you're looking to update your email address to access your PayPal account. Since you lost access to both your phone number and email address, you should update both in your PayPal account. In this case, your best option would be contacting the team directly via call or message us option to get your details updated. To reach the team, pleae click the 'Contact Us' option at the bottom of PayPa page. From there, click on 'Password and account access' and then 'Login issues', you will be able to see 'Message Us' option through which you can message the team without logging into your PayPal account during Business hours. You can also contact the team through an IP relay service.
