I'm sorry to hear that you're having a difficult time making a purchase.
If you have already linked a bank or card to your PayPal account and are being asked to add a new card at checkout, then it's possible that the financial instrument you're trying to use is being declined.
Payment declines can happen for a number of reasons and sometimes we might need additional information to continue to process a payment. I recommend attempting these troubleshooting steps to see if that resolves your issue. If you haven't yet done so, I also suggest adding and confirming a card to your account for verification purposes.
