I made a payment to a US seller using an international card which is in USD funds issued by a Venezuelan bank. I don't know why paypal did the exchange rate to local currency (VES) if the card is in USD funds. This payment cost me about 5.3% more due to unnecessary double exchange rate operation: VES->USD (by paypal) + USD->VES (by bank). It should debit the same amount without exchange rate because the card is issued in USD not VES currency. I used this same card without issues in Amazon and Google, and the amount charged in the card is the same of the invoice, without exchange rate.
