Is everyone receiving these notices?

What the **bleep**. I have been using Ebay and Paypal for about 8 months or so. Did everyone receive the hold info, or is it just me? I can understand the intial hold on payments from paypal, but **bleep**, I got past that months ago, after my DSR ratings got logged. Just wondering if everyone got these notices about payments being held or if I'm doing something wrong??
