I have a card im trying to link to my account but it says its already linked with another account, i looked at both of my accounts and my card wasnt on any of them, and im wondering if there is a way to find who has my card linked right now?

In this case, I would recommend getting in touch with our customer support team. You can get in touch with us by choosing the "Contact" link at the bottom of any PayPal page.
