cannot connect card to account

Hi i cannot connect my card to my paypal account i have coneted card to my account but i remove and want add again but cannot suport agent not avabile for 2 year try to find agent to fix this problem

Allow 72 hours between removing and adding + clear cookies/cache and if no luck try another browser/device OR ask customer services for help to link it?

i waiting 1 year to fix this but nothing and customer service never be avabile so very sad from paypal support
