Why is my Debit Card Being Declined (Adding to PayPal Wallet)?

I don't understand why my debit card is being declined when I try to add it to my Wallet.

 

I'm entering all the details perfectly, and I've double-checked with my account on my bank's website. The card is activated, has plenty of funds on it already, and I'm using the latest version of Safari (and tried with Firefox as well). I'm having the same issues with trying to register the card on my Amazon account. My bank says the card is in perfect working order.

 

What is happening???

Any activity of adding a card can often be blocked or declined if we detect any unusual or suspicious activity or not safe for your account in the future.
