Paypal via Square foreign payment. Transaction fee of $200 in Bitcoins to release funds.

I received an e-mail from Paypal via Square regarding a foreign payment that i need to receive. However, the e-mail states that i need to pay a transaction fee of $200 in Bitcoins in order for the funds to be released. Anyone familiar with any of this? Is it legitimate?
