Getting Blocked sending Crypto to External Address.

Hi, hope someone can help. I recently started to try to use PayPal to send Bitcoin or Ethereum to a valid external address. I keep getting an error: "There's a problem Right now, we're not able to complete this transaction." I contacted PayPal Support and even got to the "Crypto Support" group, but all they would say is that their Security System blocked the transaction. There is nothing that can be done.
Is anyone else having this issue and if so, what steps can I take to keep it from happening?

Trying to send Bitcoin from Paypal to my account at another exchange, but keep getting "There's a problem Right now, we're not able to complete this transaction." Started trying this daily in early March, and after several tries I was able to transfer $5000 (the daily max, as I recall) on March 17. Since then, been trying daily to transfer more with no luck. **bleep**!
