About gift cards

Hello, I've got a small question. Does my card need to be confirmed in order to be able to buy gift cards from PayPal website. Currently it's not confirmed, and when I try to buy a card, it says something like Please return to the merchant and choose another way to pay. Is it because it's not confirmed?

You can't use a card until its been confirmed as per link.

Still, after confirming it, it still displays the same message.
