preapproved payments plan has been cancelled

Hello everyone.
Im trying to link my GCASH account to my Paypal account. Both account are fully verified.
Exact same Name, email, phone number and country. 
But every time i tried, i received a first email APPROUVED PLAN, and a second email : Your preapproved payments plan has been cancelled.

Any ideas how to fix this ?

Sorry to know that you're not able to link your Gcash and PayPal wallets. You can find the requirements and more details to link PayPal and GCash accounts here. As the preapproved payments plans getting cancelled, your best option would be reaching out to GCash team to get this checked further.

Hello sir, I have already contacted Gcash regarding this issue. I did as they advised, but sadly it was unsuccessful. They advised me to contact PayPal about this.
