The app is rejecting my bank card

I am trying to link my bank card to my account so that I would withdraw but it gets declined

I recommend making sure that the billing address associated with the card in question matches the address your PayPal account is registered under.  In most cases, you'll receive an error message if the information doesn't match.  If the addresses are the same, you can find additional troubleshooting tips here.
