I can't link my Ukraine bank card to PayPal?

Hello. I'm in Ukraine. And I am a citizen of Ukraine. I can't link my bank card to PayPal. For some reason, the system sees me as if I'm in Russia, constantly switches me to a Russian site, throws the Russian code to my phone number 7 What can I do about it?

You need to close this account because your forum profile say you’re a Russia account, not Ukraine account. That’s why everything is Russia-based.
