How do I prevent PayPal from exchanging USD to EUR when withdrawing to my bank account?

Greetings,
I have some USD in my PayPal account that I would like to exchange to my bank account (which is in USD). However, when I attempt to withdraw, PayPal automatically converts my USD to EUR before sending the funds to my bank. As a result, I may end up getting less money due to variable exchange rates. How can I transfer this amount in USD without exchanging it?
Thank you in advance!

Withdrawals to bank accounts are always in local currency.

Well, I live in Romania, our local currency is RON, not EUR. I am sending the funds to an USD account.
Is this because PayPal does not support RON? So it automatically marks it as EUR?

I was told by Paypal rep that its impossible to withdraw to a bank account but can be done to a debit/credit card. I obtained EUR and USD cards but Paypal still won't allow me to withdraw my money. Simple answer - pay the 3 percent conversion fee and forget about Paypal. This dinasaur must be extinct

How you withdraw is country dependent and many countries including my own can withdraw to a bank account but only in local currency.
If you are withdrawing to a U.S bank account then it has to be a physical one opened in the U.S and not a virtual/digital bank account that paypal does not support.
Is that the bank you are withdrawing to?

I am trying to withdraw to USD accounts with Natwest, HSBC, Lloyds- they are real banks, not virtual (most of the banks are very digital these days).

I have called Paypal helpline several times. The last time customer service told me I can withdraw to USD card but the limit is 7000 USD per month. I said ok and ordered a USD card from my bank. Added it to my cards section, specified the currency. Went to transfer screen and it doesn't work ! Called Paypal helpline again and another representative told me that for the UK based account it is not allowed to withdraw USD to a card. Why every time you call helpline you get a different info ? Paypal is known for poor customer service but this is beyond ridiculous. I spent days and hours obtaining USD cards to be told it is not possible by another rep....
