Emirates NBD Credit Card failed when linking

I have an Emirates NBD Credit Card and when I try link to my PayPal account, it fails.

Emirates NBD have stated there is no problem on their end.

I have tried using both the website, and the app on my phone without success.

A bit of research online shows plenty of others have had problems linking cards but I have not found the solution to resolve.
