unable to send money to friend

My friend has a paypal account but when I try to send money, I receive a message that this recipient receive money right now.  Why can't I send them money?

Has he received funds before?

Has he verified his email address?

Is he accepting funds in another currency?

Not sure about the currency (can this be changed)?
