still got charged after negative balance restored

So my account got negative balance because my bank refused to accept the debits, i made the payment transfer to restore the balance on paypal, and today paypal charged my bank again with the same payments that put the account on negative, and this time the bank accepted them, so i was double charged, and my account doesnt have the extra funds paid on it, its at 0€.

so they charged the value for the transactions, and now they also kept the money i paid to restore the balance from negative..

what can i do, to have the money refunded?

If you have failed bank transfer then Paypal automatically keep trying to access those funds to clear your negative balance.
They have already fronted the payment to the seller on your behalf and so want the money owed.

If you sent a bank transfer to your Paypal account and Paypal also automatically applied for the funds as well then you would have 2 payments processing to your Paypal balance.
The first one to arrive will clear the negative balance and the second one will be credited as a + to your balance and you can withdraw it back to your bank account once cleared.

i transferred the money to pay for it and stop it from being negative, it got back to not being negative, the problem is that paypal charged me the money from the bank again, but didnt add the cash to the account as funds

Allow 5-7 days for the funds paypal charged you to show up in your balance, they use echeques that even once left your bank go via ACH in batches. Its not instant as paypal use the slower, cheaper option.
