a company is asking for the transaction number in order to give me a refund, is that legitimate?

They may need the transaction id of your original order to locate it and use the refund option.
If you click on the transaction you had with them on your paypal account the transaction id is on that page.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
