Im based in UK and bought a watch in europe for 19,999 euros. The store refused to post it to me and issued me a refund. £17,426 GBP left my bank account (i did not pay with paypal balance). I just got £16,651 GBP back into my bank account. Where on earth is my other £775 GBP ?! The timeframe between the two transactions was about 4/5 days. This kind of spread on EUR/GBP changes is not realistic.  I read something about non refundable refund fee of 2.9%. Is this it? Any way to fight it? I cant just be robbed of almost 1k like that ?

If it was definitely a refund then it sounds as if the store sent a part refund minus the fee that they were charged when you sent your payment.

Fees are not returned by paypal as part of any refunds that are made so in this instance looks like the store part refunded you so you paid the fee.
