Withheld for over two years

Hello,

I have a business account. Two years ago I received money for services and after the service was completed I set the status Completed on the transactions. About ~50% of the balance was unlocked for withdrawal within three months, but the rest of the money is not available (Withheld) for withdrawal even now after 2 years. How can I get the money? I don't even know how to contact support in the business account?

Does the account have a temporary or permanent limitation on it?

Our business account has no limitation. And at the same time, all new payments become available in 60-90 days...
