Why is standard transfer unavailable?

Hello there!

I'm trying to transfer funds from my paypal account to my bank. On the screen where I select wither Instant Transfer or Standard 1-3 days, the standard option is not able to be selected. Only the instant transfer with a 1% fee is able to selected. I've tried logging out and logging back in with no luck, is there something I can do?
