PayPal India accounts cannot send or receive friends and family payments.
Tell your brother to use Xoom (a PayPal company) to send money to your bank account directly instead of your PayPal account. He just login to his PayPal, click “Send and Request”, then click “Send to a bank account - Over 90 destination countries” on the right. There he can use Xoom to send money to your bank account, to a pick up location or hand deliver the money to you.
