When you send funds via your bank account it goes as an echeque and you have to allow 3-5 business days for it to complete through to the recipient.
The only time paypal make it instant is if you are paying a seller and then will only do so if you have a back up card added to your paypal account as well. Then they will credit the seller in advance and paypal will wait for the echeque to clear.
However if you have sent a friends/family payment which is FREE from a bank account then its your turn to take the wait. Allow 3-5 business days as after leaving your bank account is has to go via ACH in batches after which it would be credited to your family member or friends paypal account.
