Sending money

tried to send a friend some money "same country", however, the payment was denied for a weird reason.
I did use paypal to purchase some stuff before or paid with it in general anyway. 
how could this be possible? he received payments from different people before, I did. 
now i can't.

Does he have a credit card linked to his paypal account to allow and set up the automatic transfer of received funds?

he does, 
anyway paypal contacted me and said address and identity confirmation bla bla bla, which im sick of having to provide a lot and they wouldnt accept anything anyway, it was going fine until somehow now it has "suspicious activity".
so anyway thanks but im done dealing with paypal.
