Seller sent me a refund but PayPal is holding the money

I bought an item from a Jeweller and paid viaPayPal as a guest because I didn't have an account
Unfortunately I had to retun the item as it was faulty and the seller has sent me the refund via PayPal, so I had to create an account to accept it
However, PayPal says my money is "on hold" and when I click through to the details it looks like it's expecting me to provide a tracking number etc
Why does PayPal think I'm a merchant and how do I actually get my money out?

The merchant couldn't have used the 'refund' option.
They must have used the goods/services option and so the funds were received as if it was a selling transaction and paypal saw you as a new seller and applied the new seller hold.
Be careful because not only would you have paid a fee to accept the payment but also the seller can raise a dispute against the payment as it was not a refund.
Advice is voluntary.
