So I can send money, but I can't recive it or request, I don't have button for it also I don't see my paypal balance either on app or at website, I tried to delete my account but button doesen't show up I really hope that someoen will be avalible to help me.
The option to receive Paypal payments is sadly not available in Montenegro. You can only send payments for purchases funded by your (confirmed) credit card.
That is also why you don't have a Paypal balance.
Paypal varies a lot country to country and can only offer the services that the banks / governments of that country allow it to offer. There are quite a few countries unable to receive Paypal payments.
