Paypal Buttons- I am located in India and my account is not accepting payment in India

I am located in India and my account is not accepting payment in India, even though I have added Indian currency also. i tried to verify my bank account twice, but i never received the small payments sent by Paypal. Is there any way to contact paypal. As they don't pick call and no human assistant comes online. 

Kindly resolve.
